The following list defines the criteria required by BB4C Partner Sites who contract with the Chippewa Falls Area Unified School District:

  • Classroom Location: Classes must be in a licensed childcare center or accredited preschool. Partner sites must meet applicable school accreditation or state license requirements in the State of Wisconsin Department of Health and Family Services (DHFS) 45 or 46 Day Care licensing rules and also be in good standing with their respective governing entity.
     
  • Apply to Be a Partner: Each year new sites and existing sites complete a Site Application to be eligible for consideration as a BB4C site. Applications must be turned in to the BB4C office by December 20th.
     
  • Parent Involvement: Sites and teachers will collaborate with River Source Family Center, the CFAUSD, and other BB4C sites to offer 87.5 hours of Parent Involvement.
     
  • Early Learning Outcomes: Learning opportunities for children must be based on developmentally appropriate practice and address the developmental domains established in the Wisconsin Model Early Learning Standards. BB4C sites must use The Creative Curriculum for Preschool, Handwriting Without Tears. Second Step, and Tribes curricula.
     
  • Teachers: All BB4C teachers must have a bachelor's or advanced degree in education and be licensed by the Wisconsin Department of Public Instruction to teach 4-year-old children (i.e. License #090, PK-K; #083, PK-3; or #106, K-3).
     
  • Teacher Assistants/Paraprofessionals: Paraprofessionals must meet the Elementary and Secondary Education Act (ESEA) requirements for Para Educators as well as DHFS requirements for teacher assistants.
     
  • Hours: All BB4C sites will offer a minimum of 437 hours of student instruction per year and follow the CFAUSD/BB4C calendar.
     
  • Class Size: Sites must ensure class size follows BB4C contracts of one DPI certified teacher and one paraprofessional to 18 children or a ratio of 2:18 or 9:1.
     
  • Technology: All sites must comply with the technology requirements of BB4C, including high-speed internet and make these requirements available to teachers and directors.
     
  • Funding: All sites are reimbursed on a per pupil basis that is indicated in the contractual agreement.
     
  • Transportation: Bus transportation is provided by the CFAUSD for children attending BB4C sessions.
     
  • Evaluation: Each year sites must agree to an Early Childhood Environment Rating Scale evaluation for every classroom teacher and work toward continuous improvement.
